P211M Settlement Between Apo Land and the Provincial Government Protected

The Cebu Provincial Governor’s office is defending a proposed compromise settlement of P211 million with Apo Land and Quarry Corp. (ALQC), stating that a similar agreement was previously reached with Dolomite Mining Corp. (DMC) during a prior administration. Assistant Administrator Aldwin Empaces noted that the DMC originally had an assessed value of P855,903,045.05, but the signed compromise agreement was for only P56,319,119.29. Legal Officer Resti Arnaiz explained that while a case is pending between the Province and ALQC, mediation proceedings occurred where ALQC began offering amounts for settlement in August 2025, which were initially rejected. Further offers were made in September, October, and December, but were also declined. Arnaiz clarified that mediation can proceed even with an ongoing case to avoid lengthy court proceedings. Finally, in January 2026, both parties reached an agreement on the P211 million settlement amount.
