However, individual nations like the Netherlands, Ireland, Spain, and Belgium have moved toward or implemented national bans on settlement-linked goods.

The report highlights a systemic failure where the burden of identifying settlement-originating postal codes falls on European customs authorities rather than Israeli exporters. This loophole, combined with questionable plant health and organic certifications, allows settlement products to continue entering Europe, often benefiting from preferential treatment under the EU-Israel Association Agreement.
