Federal requirements mandated disclosure of foreign government support for principal investigators. The settlement covers allegations that OSU's internal faculty activity reports since 2014 identified these Chinese affiliations, but the university did not report them to the funding agencies. Additionally, OSU learned in 2019 that a principal investigator on NASA grants participated in China's Thousand Talents Program, which the DOJ says recruits individuals with access to foreign technology and intellectual property.
