Hutto EDC, mayor face $300 million lawsuit

Midway Development Group has filed a $300 million lawsuit against the Hutto Economic Development Corp. (EDC), Mayor Mike Snyder, Terra Halona LLC, and its president Joel Scott, alleging bribery, civil conspiracy, and breach of contract related to the 250-acre Cottonwood Properties development. The lawsuit claims Snyder sought personal financial gain and did not uphold his oath of office, and that Terra Halona improperly influenced the bidding process. Midway was initially selected for the project in 2024 but the contract was terminated in October 2025. The suit seeks over $50 million in actual damages and $250 million in punitive damages, with any potential funds directed towards Hutto parks and recreation.
This is not the first legal issue surrounding Cottonwood Properties. Previous attempts to develop the land, including an $800 million sports tourism complex with Perfect Game USA, fell through, resulting in multiple lawsuits between the city and developers Legacy and Wolverine. A $15 million loan from Preston Hollow Capital LLC also led to legal disputes over default.
The EDC ultimately repurchased the land in 2023 for $15 million to halt accruing interest on the loan. The current lawsuit adds to the troubled history of the property and raises questions about transparency and fairness in the development process.
